No it is not advisable to install new vinyl over old. If you do this, the tendency is for the old tiles’ patterns to show up in the long run because vinyl flooring sinks through cracks after a considerable amount of time. If you can’t remove all the old tiles below, you can install a new sub floor which is at least ¼” inches thick recommended underlayment.
